After all, Semirhage's base of power has been destroyed, and she is especially capable of achieving more as a captive than any other Forsaken.
What I'm noting is that Semirhage casually drops Graendal's name in conversation in KoD and lo and behold, Rand is thinking about Graendal and her style at the start of the next book.
She may be pulling a bait and switch by positioning herself near Rand so that she can use him to take out the other Forsaken not a part of her alliance. After all, we're told that Semirhage can be brave and is capable of bold action - this would dovetail right into it.
We've already seen Rand exhibiting aspects of a reverse Stockholm Syndrome - he's defending Semirhage, his captive, against Nynaeve and Cadsuane's need to use deeper persuasives on her for information.
