Well Sammael didn't have much exposure to any of the reincarnated Chosen, so I doubt he took it for granted. It's also nonsensical that he would be punished worse than any of the others... Lanfear and Graendal were far bigger failures. It makes no sense that he wouldn't want a man like that at the Final Battle. He could have been a fantastic asset.

Anyway, I presume it has something to do with Mashadar 'devouring souls' though I never really believed that claim was very credible. I too would have liked to see a Sammael reincarnation.

I think the simpler answer is just that the Great Lord chose not to bring him back (i.e., punishment for his failure). The Chosen probably took reincarnation for granted; this is another mark in a long list of examples of false promises.

Well I don't argue that he would have been useful. What I mean is the Chosen all thought they were being promised immortality/invincibility by the Great Lord (except for Moridin... he knew it, he fawkin knew it man). This would have been another example of that being a false promise/hope for joining the Shadow.
But DomA answered below saying the Mashadar theory is the right one, so...
