If it is a battle. Collectively the Seanchan are the best military planners in the world, and they would not want a battle at Tar Valon so far from their base of support. They are planning a raid, and Egwene's Dream would seem to confirm that outcome - it's a flyby, not a fight.

This indicates as well that the Seanchan attack on the Rebels and the WT will lead to a great battle.
