In AMOL there's an allusion that the location of Shadar Logoth not very far from the Tower of Ghenjei was also important. To create it, Mordeth needed to be close to a location where barriers between world was thin. He mean to create a new SL in the valley of Thankan'dar this time.

Some pretty interesting stuff there. I always wondered how Mashadar and whatnot came into being, since being born of hatred seemed kinda lame, and not at all in keeping with the norms of magic in WoT.
