It's mostly a matter of different writing style. Jordan used a great deal more static scenes in which he could refer to several plots points happening in the background, etc. He also used a lot more ellipses, so he needed longer, more static chapters from time to time to bring the readers up to date (all Egwene's travels back to TV from Salidar is written that way, for e.g.).
Brandon has a more dynamic style, in which he shows a great deal more happening "on screen", requiring a great many more scenes and POV switches than RJ did.
Ugh...the chapters were not in the wrong order, he decided to return to some events in flashback but he did it awkwardly.
I fail to see how this is "paralleled" by Brandon.

It nicely parallels what happened way back in TEotW, where Rand's sickness is signified by a number of chapters that were in the wrong order. RJ said that this was deliberate (if we discount the retconning possibility).
