I like to think when Callandor was being made one of the sneaky Forsaken 'filled' the seed with the true power rather than the one power at some point compromising it.

Callandor is a trap. It was purposefully made flawed. Besides, Ishamael didn't know about it also being True Power Sa'angreal. If one of the Forsaken caused that I'd say Ishy would have found out.
