That was apparently in RJ's character notes and Brandon just chose to include that information in the book, notably because it explained why Ethenielle had not remarried with her trusted (and very high standing) Sworbearer.

In part it also arose from a discussion with fans about RJ's claim that he had gay characters but that they had not appeared in any scene where revealing their orientation made any sense. Some doubted, but Brandon claimed what RJ said was true, and he was planning to reveal one of those as he had a scene in mind where this would fit.
