I don't think someone somewhat weaker than the Foresaken needs MUCH more skill than the Foresaken to threaten them. Such a person doesn't even need more skill at all. If your skill is Foresaken level, and you're not much weaker, you're a threat. Will the stronger Foresaken have an advantage? Obviously. Will they simply be able to overwhelm you? No.
For example, I don't think Egwene is currently more skillful than the Foresaken. But in a head on duel, she's going to be a challenge to face, and its probably the greater knowledge of the Foresaken that will save the day, not their extra skill.

Although I'd say knowledge and skill amount to the same thing here. The point being Egwene has enough of a strength and skill combination to not be easy meat, but in the end the stronger, more experienced Channeler is going to win out. The only way someone like Egwene poses a threat to one of the Forsaken (angreal etc aside) is is they have significantly more skill/knowledge to fall back on. I think Cadsuane level could be a threat with enough skill, hard to say if Moiraine's level could stand a chance though. I'm inclined to say not against someone with the skill of the Forsaken, but against someone like Alivia probably.
