I just took Elayne telling Min she could do it to mean everyone could. But regardless, we do know that when the bond is masked, the bond-holder can't feel the Warder, and the Warder can't feel the bond-holder. That's what I meant by saying it works both ways. The masking doesn't simply let you mask your emotions but still feel your Warders, AFAIK.
