Moiraine is probably 2x a Sister like Kairen or Temaile, "middling " while Cadsuane is probably 2x a Sister like Tarna or Masuri.

There is literally no evidence for this.
Realistically I think Cadsuane is probably closer to Egwene than Moiraine as her quote is much more specific regarding strength than anything Moiraine says, and Moiraine is also clearly rationalizing when she's speaking of how much stronger Cadsuane is ...

Cadsuane:

This is far more definitive than Moiraine's internal whining about Cadsuane:

Even a woman as strong as Cadsuane had no right to order her here.

Cadsuane's statement makes it obvious that Kerene is well above Moiraine. In fact, from the quote Meilyn may be stronger than Kerene (hard to tell for certain). In any case there is a pretty good gap between Moiraine and Cadsuane.

Indeed. And between Moiraine and Cadsuane are Therava, as you said, and Karene and Nissa and Nicola. But while there's a clear gap between Cadsuane and Moiraine, its not even close to Cadsuane being 2x or even 1.5x Moiraine. If Moiraine is in the 55-60 range, Cadsuane is in the 70-75 range, with Egwene at 80. More likely, its Egwene at 75, Cadsuane at 70, and Moiraine at 55. Amys would be at 50-55, Melaine at 45, Merise at 50, Elza at 35-40.
