Daigian is just about strong enough to be AS, and I think RJ obviously put her in there to give us a clear bottom rung for Aes Sedai. And he gave us a useful comparison between her and the weakest woman we know who can channel reliably, Sorelia:
Now, my interpretation of this quote is open to discussion, but I think what this is intended to show is that Daigian sits halfway between a powerful Aes Sedai and the weakest of channelers. Cadsuane would consider a woman like Verin to be moderately strong. The presence of Sorelia makes her perspective shift, making it seem like Daigian is of that range. To me that implies that the scale would be
Sorelia + X=Daigian
Daigian + X= Verin
Verin + X= Moiraine
Based on all this, I put Sorelia at about 5, Daigian at 25 , Verin at about 45, and Moiraine at 65.
Leanne, afer being healed, was at the bottom of the heap, at less than half her former strength of 60. At half strength of 30, she would have been at a somewhat better position, and two-thirds her strength, 40, she says most Aes Sedai would have been as strong or stronger (and this makes perfect sense as the Aes Sedai mean will definitely be a bit lower than the overall mean, given how they don't have many stronger women).
Abruptly, the glow of saidar surrounded the leather-faced woman. She was weak enough to make Daigian look at least moderately strong.

If Daigian is 25, as you suggest above, with the mean at 50, it would mean that 0.3 SD = 25 (the distance between Daigian's strength and the Mean). This would mean that 1 SD = 3 x 25. Hence, 1SD = 75!
That would mean that every channeler alive falls less than 1 SD from the mean.
Clearly, that refutes a Normal Distribution, which only has 68% of a population within 1 SD from the Mean.
Once again, the figures don't matter. Daigian's placement at 0.3SD from the mean disproves a Normal Distribution.
Please, throw some more figures at me, and I'll use it again to disprove a linear Normal Distribution of One Power strength.
It's so simple that it should be obvious, really.
I don't think Fionwe's numbers can stand up to the simplest scrutiny... There are just too many quotes and issues in the series that make his list impossible. Darius's list could be right though. I still don't think Egwene is as strong as he claims, but that doesn't really refute his list much.
The fact that Rand can snap two women's connection to the Source like threads implies how strong he is compared to the average woman. He's many times more powerful, and the peak in strength on the graph has to reflect this.
