Elayne knows the Andoran ways, and she is also Tower trained. She clearly believes it's her prerogative to choose an AS advisor. That too speaks of knowledge that Morgase chose Elaida.
I am not sure about this. The only quote which comes to mind is this one from WH (Elayne's PoV):
"If she had her way, Nynaeve al’Meara was going to be the Aes Sedai advisor to the next Queen of Andor. "
Seems ambiguous to me. If "she had her way" could mean either "If she became the Queen and Nynaeve agreed" or "If she became the Queen and convinced the Hall/Egwene to appoint Nynaeve in this position"
I don't recall any other thoughts from her on this topic.
