Strength plays a huge role in almost every AS decision, even if its on a subconscious level. At least Siuan seems to have held other administrative roles in the Tower prior to her selection as Amyrlin. Elaida had basically no experience and landed what was probably the most influential role outside of TV at that time.


And it means nothing the Tower scheme of things! She got it from MORGASE. She was an Aes Sedai, and she helped Morgase before Morgase had the throne. By Andoran standards that is more than sufficiently qualified. Outsiders are almost certainly discouraged from making qualitative distinctions among sisters. "She is an Aes Sedai and that is all you need to know," would be the only acceptable answer in keeping with their oft-cited practice of presenting a united front to the world, to an outsider who tried to pick one over the other by Tower standards, such as strength.

And the Aes Sedai practice of non-interference would have prevented anyone from butting into Elaida's business unless she was steering Morgase to disaster.
