Like the middling women sent to be ambassadors to the Dragon Reborn? And Aes Sedai adviser is not a TOWER posting, it is an ANDORAN one. As an example of Church comparisons, it would be like the Pope choosing a monarch's personal confessor. He might have the authority to name the patriarch or primate or archbishop of a kingdom or important see within the country, but he cannot choose whom the king uses for his own spiritual counsel. The hierarchy demands such things.
And the hierarchy is specifically stated NOT to apply to official appointments or positions! The strongest woman did not lead the deputation from the rebels to Rand, there is no evidence of the hierarchy one way or another in Elaida's mission to Rand, and the strongest women did not lead the expedition to the Black Tower. In both cases, once the mission fell apart, the strongest women then took charge, even though their inferiors, Toveine and Merana led before that.
If Elaida or Gitara had been weak in the Power they would not have been allowed to act as the Advisor to the most powerful monarch in the land.
Prove it. Gitara not only held that position, but later was appointed Keeper, which is another post we've mostly seen held by very strong sisters. Sheriam, Leane, Silviana. Duhara is the wild card here but that seems obviously a BA situation. Much like Sitters and Ajah Heads, the hierarchy affects these roles to an extreme degree.
It does not. Those positions are all explicitly stated to be immune from the hierarchy, and while it influences sisters in whom they respect, there are numerous ways around that. And again, a position in Morgase's court is an ANDORAN matter, and no matter how weak she was, it would violate the Tower's rules for a stronger sister to butt in and try to push her aside. Aes Sedai are not remotely under military discipline, and even Egwene, in the midst of expressing her frustrations at sisters not cooperating, admits that they have the right to go where they want and do what they want.
