experience with it are two different things ... Sure LTT could have made the link with the Incastar, but he speaks of Far Madding the city as though it has been around since before the Breaking.
I could see Jordan's notes mentionning that this island was previously the location of an AOL city antagonistic to OP technology and Sanderson somewhat poorly wrote this as if Far Madding still had AOL buildings when, in fact, it doesn't seem at all to be the case.
The few things we know of this area's history already suggested it's been antagonisitic to the OP/WT since its founding. The original siege of political power was at Aren Mador, it eventually moved to the other great city of the nation: Tear.
If I had to guess what happened, I would say Aren Mador remained the capital until either Raolin Darksbane assieged it despite the Guardian - forcing the King to run to the Stone, or until the Trolloc Wars, when of course the Guardian did nothing to prevent Shadowspawn from razing the city (perhaps destroying its last AOL artifacts?) and AS wouldn't come close to help it... then the area was abandonned by a large part of the Essenian nobility who under a new nation re established political power in the impregnable Stone instead, while traders re founded the city
as Fal Moreina (IIRC, the Council claim to descend from advisors to the King/Queen of Maredo). It's only after the WOHY that the city emerged under the name Far Madding, originally the capital of the short lived nation of Maredo.
Far Madding is one of the cities that may well be overun by Shadowspawn in the LB - a Waygate that may be one of those only guarded, barely any weapon inside and no channelling possible nearby is a recipe for disaster. All the more if as seems more and more certain Demandred is established in Lugard.
