I thought that when I read that last bit in ToM, but it seems like they are deliberately subverting Aiel customs with the few practices we know of. They wear veils and bare their faces to kill, rather than veiling their faces before killing. They are called Eye Blinders, almost in mockery of the Aiel name for the Dark One. They are "touchy and full of pride" as many see the Aiel, but kill on whims, rather than according to a stringent code of honor. The Town has a variation of oosquai.
Finally, Isam sees a procession of 13 Myrdraal and 13 women and notes that "Another had been caught" and assumes "that the practice had ended, once the taint was cleansed." The ONLY thing this incident could be referring to is the Aiel practice of sending male channelers into the Blight to die fighting their way to the Dark One. The 13 women and Myrdraal plainly refers to the forced conversion of a channeler, and there is no reason to assume the Cleansing would put an end to the Shadow's conversions, only to the Aiel suicide runs. But just because there is no reason to do a thing will not stop Aiel from stubbornly carrying on with it. And while they could be taking their Aiel captives anywhere, the fact that the Eye Blinders have "For obvious reasons....strong feelings about such things" suggests only their own origin.
While there is a reference to them breeding true, that is probably merely another way their numbers are augmented. The Shadow would have no more qualms about slaughtering the failures than the Sharans.
