Who gave Isam the order to find and kill Rand immediately? I am going to apologize in advance for the number of question marks that will be used in this post.
Background: Isam is summoned to some abomination of a town in the blight (where he grew up) and he is met by a woman (apparently) that gives him an order to kill Al Thor and provides two red veiled Aiel with crazy abilities to help. Isam believes it is one of the Chosen, but he doesn't recognize her appearance, and more importantly doesn't recognize her demeanor at all, causing him to wonder if he has indeed spied on all of the Chosen in TAR.
So who dunnit?
Moridin? Isam sees Moridin in the street moments before Isam meets the mysterious woman. Isam notices the woman studying her appearance in a reflection. The woman is almost certainly disguising herself. Would Moridin bother with a disguise only moments after walking openly in the street and certainly being seen by Isam? It seems unlikely. But at the same time his presence must have some significance.
Cyndane? Could Cyndane have been ordered to meet Moridin at the Town, and so she set up a meeting with Isam just prior to meeting Moridin? Would she risk such a thing without Moridin's approval while he has her mindtrap? Would she have the commanding demeanor that Isam doesn't recognize in any of the chosen but Moridin? How would this jive with her apparent damsel in distress plot to get Rand in TAR?
Graendal, err Hessalam? She has recently been raped by Shaidar Haran and perhaps transmigrated. This gives evidence for and against Graendal. The rape and humiliation by Shaidar Haran probably wouldn't give her the super confidence that Isam notices. But she is the only forsaken to have recently undergone the type of transformation that could cause Isam to suddenly not recognize her demeanor/personality.
Demandred? Seems impossible that he would order Rand's death when he apparently has made it his life's goal to kill Rand personally in battle. But could his "Al Thor is mine!" attitude merely be a smokescreen? Could the Shadow's best general realize that personal vendettas could cost him ultimate victory so he needs Al Thor dead by any hand possible? If so, how does the front he puts on to the other Forsaken serve his purpose?
Taim? Moghedian notices that the newest Forsaken may just give Demandred some competition in the "who want's to kill Al Thor most" contest. But does she just misunderstand Taim? Taim has ordered others to kill Rand before, so he probably isn't bent on doing it himself.
Moghedian? I just don't think so.
The person that ordered the hit also had the ability to command the wierd red veiled Aiel. Isam notes that Moridin's first trip to the Town was only made recently, and that he had to kill a bunch of the red veiled Aiel to assert his authority. Or did I just misunderstand the pasage and Moridin's first visit was longer in the past? Would others of the Forsaken have the ability to command the Red Veiled Aiel to accompany Isam? This town has been around a long time so it was almost certainly founded by Ishamael.
