It specifically calls out her Talent when she touched it and the the recalibration began. I find it highly unlikely that one of the Forsaken would either know about her Talent, which seems necessary to the change, or happen to have enough experience with that specific ter'angreal to be able to do both things even if they did know about her Talent.
There seems to have been ter'angreal numbering in the millions during the AoL, so it seems very unlikely that a Forsaken who was not involved in making ter'angreal would have such knowledge. It would be like asking a rocket scientist to pilot a space shuttle simply because s/he knows a lot about the fuel system in the thing. Certainly not impossible (to your point), but the risk is high and the rewards minimal.
