Just as all three ta'veren will be present, so will most of the surviving Lightfriend cast. Again, according to the Seanchan prophecies, the Last Battle CANNOT occur until Rand kneels before the Crystal Throne. Once reunited, Moiraine and Rand will probably be joined at the hip for the rest of the series anyway, but it is hard to imagine them having a conversation that goes
Rand: Hey, Mo, I'm leaving to meet the imperious ruler of the people who enslave every channeler on sight and conquered half the Westlands.
Moiraine: Take a sweater....

I don't think Rand will go to meet her. She'll come to Merrilor. But maybe I'm confused about what you're saying.
It's possible you're thinking he has to kneel to the actual throne, and I don't agree with that. I think kneeling to Tuon wherever she is is all that's required.
The reminiscences of Seanchan who have formally been before it strongly suggest it employs something similar (perhaps identical) to Compulsion, which would certainly explain the mindless adoration so many Seanchan, even at the highest levels, direct toward the Empress. If it is something like that, it is hard to imagine the Seanchan carrying their Empress' throne to the Oathbreakers land (if it is even practical,) so rather than just a trip to Ebou Dar, that might merely be the departure point for a transatlant—er, transARYTH trip. I do not think this is one of those prophecies that can be fulfilled with the kind of casual dismissal that facing the Amyrlin and knowing her wrath was (assuming that one has actually been fulfilled.)
