You could be right about Mat going to Ebou Dar after Merrilor, of course, but the wording of the blurb seems to indicate otherwise. I know blurbs can be wrong, though.
As for the attack on Caemlyn by the Seanchan... certainly a possibility. Tuon by now knows that Morghase (a marath'damane) was queen and "released" by Suroth. She may even know Elayne is an Aes Sedai. Either way, after Tar Valon, Caemlyn is certainly on the list, but the attack on Tar Valon seems humungous, and from Selucia's wording, it seems clear they mean to throw a huge part of their forces at TV. That's the second attack on TV I referred to. The one where the Seanchan are planning to gate into the Tower basements and attack all of TV from there.
Clearly, she means to use all of the Seanchan resources against TV, and sees that as a first step towards conquering other lands. Caemlyn will have to wait for this to go down.
I'm totally not sure whether Mat will meet Tuon before this attack or not. I rather think before, since I find it hard to believe that in the undivided aMoL, Jordan planned two invasions of Tar Valon by the Seanchan to be shown on screen.
And also promptly decided he was lucid.
She's had a complete debriefing from Nynaeve, and also has the Wise One's words that he has embraced death. In that conversation she has with Siuan and Nynaeve, she shows a clear understanding that Rand has changed from before, and says that she believes he wouldn't even have to do something like Natrin's Barrow now. Nowhere does she indicate she thinks him mad. In her letter to the rulers, she just mentions Rand's "brash intentions", nothing about the madness.
And its highly unlikely Nynaeve didn't mention her Delving of Rand and finding the Light-like substance protecting him. She told Egwene everything else, why not this?
You forgot Nynaeve and the Wise Ones.

Egwene hasn't yet met anyone who could convince her Rand is (now again) quite sane. She didn't know the man she met wasn't the man she's heard all those disturbing reports about.
