Only one thing makes me think that the messenger was an Asha'man: In an earlier book (LoC?) there is a POV from Graendal when someone makes a gateway, but doesn't fully open it. They sound a chime to which she responds before they gateway finishes opening. She thought something like "it seems someone remembers the courtesy...". The gateway in the prologue to tGS just opens, no pause for "courtesy".
It could be that Moridin, as Naeblis, doesn't think he needs to do that anymore, but I was left with the impression that the gateway was opened by the messenger.

That Graendal is no way muses that the messenger must be a channeler, though. However, I prefer my idea that the messenger is Osan'gar reborn and not just an Asha'man, because his good body seems comparable to those Moridin and Cyndane got.
