I'm not complaining that she was incompetent, I'm complaining that her scheme with Perrin could have as easily been done by any other Forsaken, or Slayer himself. Hell, it could more easily have been done using Aran'gar - during the attack on Perrin, it was a male - or at least, Saidin using channeler who used the Portal Stone to bring in the Shadowspawn. Obviously we are to understand that Graendal used one of Taim's Asha'man - one who apparently can use Portal Stones (something even Verin couldn't) and can use it repeatedly to bring in huge numbers of people (something even Rand was at risk doing in The Shadow Rising), but apparently there were not enough male Asha'man brought in for any to actually participate in the battle...
Now most of the Forsaken's incompetent schemes have something to do with the Forsaken in question. Sammael, Rahvin and Be'lal claimed kingdoms and so were easily found and destroyed. Lanfear went berserk when she realised Rand had slept with Aviendha and got herself shoved through a door by an girl who wasn't even channeling. Semirhage got herself killed because she insisted on torturing Rand in the middle of his own army instead of capturing him and bringing him to Moridin. And so on. Graendal's supposed death in The Gathering Storm wasn't in any way glorious, but it did fit her character.
But this scheme with Perrin does not. We are apparently to believe that her secret weapon, the ace up her sleeve, was manipulating Jaret Byar into trying to kill Perrin. As well get someone to make the sun rise at sunrise. This is immensely insulting to both Graendal's and Byar's characters - the Forsaken's incompetence usually derives from their immense arrogance or self-indulgence, not from this kind of outright stupidity. This plan makes Semirhage's original Seanchan Meeting idea look positively brilliant. "This man takes down Myrddraal as a matter of course! My plan is to take an average human soldier and make him stab him in the back! But to make sure he never sees it coming, I'll choose the one soldier who has most openly exposed his hostility for Perrin, and already attempted to murder him! Foolproof!"
Seriously, replace Graendal with Aran'gar and leave Byar to his own downfall, and while the plan is still massively incompetent, it's at least not insultingly stupid, and it works just as well, if not better.
And it gives a better end to both Graendal and Aran'gar.
