Not hugely important I'm the grand scheme, just an interesting idea that could have been explored IMO.
Those issues have been explored, just not from the angle you wished it was. Jordan was starting Elayne's political climb, during which she'd learn to ponder the consequences of her decisions more. That whole torture issue ended, by and large, with her reflections after she realized she was ready to torture Ispan, without weighting properly where this might be doing and she decided that legally, politically and morally she couldn't go that way. For Elayne the issue was solved, she made up her mind and nothing new arose to challenge her position that a Queen of Andor (or someone aimign to become that Queen) could not be seen breaking the law of Andor, nor should she do it because she can manage to keep it secret. Stilled or not, Ispan would have given them nothing without torture, and torture Elayne chose to rule out. That's the bottomline.
There's a lot of things Elayne could have done had she chosen to break the laws more. She pondered that question and determined as the lawmaker and executive judicial power in Andor, that wasn't a path she ought to take - not even secretely. She took both a political stance on it and a moral one, exactly like Rand.
The theme didn't exist solely for Elayne in a vaccuum. In the same part of the series, Jordan was exploring it from different angles with Perrin and the BA hunt, notably.
