Without extremely compelling reasons, it is in Elayne's nature and education to abide by the law, thus she would not still the captives. She did not immediately turn them over to the tower due to rationalization. In the main Elaynes actions are very logical, naively so, yet still logical and within her character.

Even the risks she runs, she uses the prophecy as a shield to allow her to do what she desires, prove herself worthy; that is her charaters motivation.


Elayne did have compelling reasons to decide it was better to break the law, though. Not to still the women - totally useless given that Andoran Law prevented her from using torture - but to have them discreetely executed. Elayne knew all too well the Shadow either freed or executed its captured agents, with strictly no regard for messy colateral damages. It happened personally to her in Tear, to Ispan, and to Egwene with Moghedien in Salidar. Holding the BA in her dungeons put several lives at risk. As Queen and AS she was responsible for the lives of those who guarded these BA and DF.

What she did was rationalized and more in line with her character, but deciding to use the lessons of her past experiences with Shadow prisoners to execute the BA and DF could also have been. That she did what she did instead is a more a necessity of the plot.
