All of them consider stilling to be utterly horrific. Even if they know now that it can be healed, they also know that getting stilled is extremely painful.

Utterly horrific? Samitsu thinks about Stilling in the prologue of CoT. She mentions feeling "a faint shiver at the thought, but only faint". And what do you mean by pain? There's no physical pain involved, IIRC. Moghedien apparently thinks it's supposedly "the deepest pain one can know", but what does she know.. Most likely she's referring to the depression stemming from feeling the Source but not being able to touch it. But when you know you're getting Healed soon there's no need to get all melancholy about it.

Besides, stilling a fellow Aes Sedai most likely violates Tower Law even if she asks for it.

Cadsuane could have done it then, she's not afraid to break a few laws. And I'm 100 % sure that with the Last Battle approaching people have a bit more important things to concentrate on than to bitch about the Tower Law. Especially since most Aes Sedai in Rand's entourage were already criminals - either rebels or Caddy's AS who didn't obey Elaida's orders to return to the Tower.
Stilling Verin would only have been a crime according to the letter of the now-outdated law that doesn't take into account the fact that Stilling is not nearly the punishment it used to be.
