What you said makes a lot of sense, and I thank you for putting so much thought into your explanation, but I was under the impression that the ripples felt by Faile and those felt by Perrin were the same set...

The scene when Faile experiences the ripple effect is when she gets the oath rod. She doesn't tell Galina she has it until the eve of the battle of Malden, and Galina sets up a meeting at dawn the next day. Seven days pass between the ripples and the morning of the battle.
Perrin feels ripples during the last meeting of his forces before the battle of Malden. That's two days before Malden, and five after Faile felt the ripples.
They are not the same sets, and the suprise of Perrin's inner circle when they happen at the meeting is the proof that it's the first time this happened to them and thus the phenomenons were extremely localized (ie: Perrin's camp didn't feel the rippling in the Shaido Camp, and vice versa), which is the primary reason to put the theory these were balescreams to rest. Similar effects, different causes.
