At her age the trauma of reswearing the oaths is likely to kill her. If Rand is to speak against using the Binder, that would be an appropriate point to do it in, especially now that he can tell who is a DF with a look.

Brandon is "almost 100% sure" that the process of removing/reswearing the Oaths has no effect whatsover. It's just a theory readers came up with because one of the BA hunters wondered about that. Apparently, Jordan put that there for suspense/drama, not as foreshadowing.
Some of the BA hunters are fairly old and used the Binder several times with no ill effect. Romanda is not that far from Cadsuane's age (a few decades), and suffered no ill effect. Don't forget those women aren't really old as in "frail" and debilitated - they're really in their middle years. The Binder kills perfectly healthy women around the half mark of their lifespan without apparent cause, it doesn't make them age twice as fast. Aes Sedai die suddenly without going through decay, senility, a weakened immune system and various health problems because they don't reach the physiological age when such problems normally start or become apparent.
Cadsuane gives an impression of old age because of her grey hair. She's just one of those who greyed early in her middle years, as is fairly common. She's far from frail.
