Just like the Aes Sedai have near AoL-level training in channeling.
But the Aes Sedai lost a lot of skill, forgot many weaves and did not have continuous training for 3500 years.
The WO do. It is made clear that even during the Breaking, the Wise Ones used the Dream to communicate, and had Aes Sedai around to train them anyway. What they know continues from the AoL. Its not a matter of knowledge lost and found again in bits and pieces.
Anyway, even the worst AoL atrocities we have heard of, the WO merely refuse to use. Not once have they mentioned inability to do something in TAR, or lost Talents.
It wouldn't surprise me if they could match some of the less skilled Forsaken, but some of the best from the AoL?
Why ever not? The Sea Folk can beat not just the best, but several of the best of the AoL working with powerful ter'angreal in the degree to which they can control the weather.
What evidence do you have that the WO are incapable in TAR? Lanfear completely scorns AS their lack of training, but says no such thing about the WO.
It seems clear to me that they can give many of the Forsaken a run for their money. Maybe not Moggy, because they tell Egwene she is far stronger than them in the Dream and she seems capable of matching Moggy.
