I think what irritates me most of all is that she's never really called on it. And even when she matures, she never really realizes that she used to be terrible.
What I mean is, in the beginning, Faile was awful. She was whiny and manipulative and jealous and was always enraged that Perrin couldn't read her mind. She also thought extremely highly of herself, whether in battle or in manipulation/politics/spycraft.
As of Towers of Midnight, she's... better. Compared to how she was, anyway. She's in detente with Berelain, Perrin can finally deal with her, and she has some legitimate political chops, now.
I think what really annoys me, though, is that she doesn't realize this. The fact that she is finally at least partially competent just self-justifies the inflated opinion of herself that she's always had.
It's like she was a 14 year old wanna-be thug who was constantly trying to get in fights and loudly proclaimed how tough "gangsta" he was. 5 years later, he's been beat up enough that he can fight semi-decently, and still goes around with that same cocky attitude, except now he can kind of back it up. Any time he wins a fight, it just makes his attitude worse.
