... is that the Rhuidean Prophecy delivered to the Aiel is about how Rand will destroy the Tuatha'an, except for a remnant of a remnant? Why would such a prophecy be given to the Aiel?
Especially given that the Rhuidean Prophecy says: Of the blood, but not raised by the blood, he will come from Rhuidean at dawn and tie you together with bonds you cannot break. He will take you back, and he will destroy you.”
It seems far more reasonable to assume that the four "you"s in that passage refer to the same group, and we can already presume that the first three apply to the Aiel, not to the Tuatha'an (indeed, Rand has done nothing for the Tuatha'an at all).

There is an ideology behind it, The Way of the Leaf, which makes it possible that the Prophesy you refer to could easily include the Tuath'an. There is no indication in that Prophesy that all of these remnant MUST be "pure blooded" In fact the Aiel don't really consider Rand Aiel, simply "of the same blood"... Thus they have tried to teach him who they are .... Clearly a more important identifier, they did after all consider his mother an Aiel once she learned their ways.
As for what Rand and the Prophesy, why else show the creation of the Tuatha'an as part of the Aiel history to him? Seems to me that they and the Aiel will have a reconciliation of some kind for the remnant to survive. IIRC some of the Aiel who threw down their spears went in sarch of the Tuatha'an ... But I'm not sure if I recall that correctly.
