Padan Fain is a being that crawls on the surface of Creation, bound and defined by it. Padan Fain is as likely to be the next Dark One as Rand is liable to be the next Creator.
I see Shai'Tan as a force of corruption, not an "opposite" to the creator ... Which is how I see the power of Fain/Mordeth ... There is zero evidence that either can actually match the Creator ... In fact, the Creator sends an Avatar against the DO ... Which leads me to believe the Creator is 1. More powerful and 2. More of a neutral force than the source of all "Good" ... The Creator seems much more likely to care about saving it's creation than concepts such as "good" and "evil". If the Creator was a force for "Good" there would be NO evil in the world ... Which we know is not true even before the Bore was opened. There were Binders and people like Semirhage even before the Bore and the Collapse.
Some people think that the DO is the opposite of the Creator and would be just as powerful if he managed to lock the Creator away. The Creator just happened to win the last arm-wrestling match.
Other people think that he sends his avatar because he's so powerful that he doesn't even need to do it himself. Of course, there's another theory that he gives Rand so much power that he is basically there by proxy. Rand does after all make whole farms fertile just by walking past.
I don't see why Padan Fain couldn't become some sort of god. It's hardly new to mythology. The power of Shadar Logoth was so immense that the whole White Tower was said to not be able to contest it, which was pretty much proven by the Cleansing. It's possible that the Dark One is like Morgoth from LOTR, and that Fain could become another form of great evil like Ungoliant.
