RJ said that the world changed so much through the breaking, ( you couldn't be sure that where were your now was were you'd be sometime later and same for where you wanted to be) that traveling and skimming became to dangerous for those that knew how ie: knowing where you were or where you wanted to go that it fell out of use before the breaking ended. ie: even those that might have still know how to travel, even if they were still alive, wouldn't try it again after what had happened. And really how would they know the breaking had ended ?
