It seems like it would take weeks at least to make even one set. Egwene aside the vast majority seem to only be able to make the change very slowly. Perhaps a way around this can be found (maybe if men figured out the saidin weave or a mix circle etc...). But it seems that the effort involved would be more than the benefit.

Who would you make them for anyway? It's not like the Generals get personally involved in the fighting and there is no way to mass produce the things for the common soldiers or even the lower level officers.
