It is a little odd. Maybe because channelers weren't united for a while?

First, it took a certain level of power to do.
Then the Breaking happened, and as far as I can remember, the world basically resembled the Isle of Madmen, in the sense that male channelers ran amok, while the females weren't organized, at all.
The Isle of Madmen really seems like it's the perfect place for "wizard-kings" and the like that aren't really seen in WoT. Isolated channelers, hoarding their knowledge, parceling it out to a few apprentices, using their power to rule, etc.
And Traveling is so incredibly useful that anyone who knew about it would be loathe to teach it to others...
On the other hand, we've seen how useless it is to try to keep that knowledge a secret- it's been what, a year? since Egwene rediscovered it?
Shrug. Author Fiat.

I don't see why people are having trouble believing Traveling was lost in the Breaking
