Verin could not give Mat that letter unless she convinced herself he wouldn't open it before the 30 days were over. One of her BA oaths prevented this. If she was wrong, all the better - the letter hardly had exacting demands anyway - but she had to be convinced that she was right.
That's not the way it happens. She offers to take him to Caemlyn, if he will open the letter in 10 days and do what it says. He refuses, the argue a bit back and forth, and then she offers the 30 days as a compromise. So unless she meant to randomly change her mind if he agreed to the 10 days, those 10 days were sufficient for her to decide she wasn't breaking her oath.
