Altara stretches from the Sea of Storms all the way north to Andor. Ghealdan's north-eastern border follows Garen's Wall all the way north to the Manetherendrelle (I imagine that despite the borders drawn on that map, Garen's Wall is the actual border) and everything east of that is part of Altara. The Two Rivers really is Ghealdan's only border with Andor.

Ghealdan overall is just in a bad position to the point where a road to the Two Rivers might not help much - the Two Rivers are so remote from most of Andor that not much help would be gained by building a road there unless Elayne reinforces the roads with more guard towers and patrols.


But Ghealdan's suzerain is High Lord of the Two Rivers, and Perrin has already demonstrated significant ability to help Ghealdan.
