Women can't be hedgedoctors, because it draws suspicion onto them of being channelers which limits the women who can actually serve a community-building, non-political purpose (ie: not all Wisdoms and Healers had anything to do with making decisions - it depended on the region). Also, since female soldiers don't exist in the Westlands, making an all-male military force that opposes the largest group of organized channelers in the land which happened to be all-female for most of the series, makes the CotL very male friendly. They even tolerated fanatics for the most part, as long as the fanaticism was directed against "witches" or suspected Darkfriends.
