I'm thinking the Dragon is something of the Mortal Sword of the Creator, but I can't decide if Nae'blis is a Destriant, Shield Anvil or Mortal Sword. Does the latter apply to a guy who doesn't age anymore? What exactly, would being the Shield Anvil of Shai'tan entail? Or maybe he's one of the cards in High House Shadow (the WoT Deck obviously has a different meaning for that House)?
I think its clear both are Destriants. Their job isn't just to fight for their Gods, but to espouse and spread the core beliefs of his faith (faith being a loosely defined word in WoT). And you can see that in their conflicts. While some of their fights have been physical, the story revolves around their philosophical differences, and the attempts of Shadow's Destriant to turn his counterpart from the Creator.
High House Shadow (WoT Deck)

Nae'blis (Moridin)
Herald (Narg)

Would you call it High House Shadow? Shai'tan is Lord of Darkness, after all. His followers are collectively called the Shadow, maybe reflecting a hope that there's still some light in them, but Shai'tan's house would be High House Dark, I think.
Further, King and Queen in both Houses may be redundant. I don't think gender applies in any true sense to the DO or the Creator. Overlord or Ruler might be better terms.
High House Light

Queen (DON'T EVEN THINK IT, fionwe1987! )

I'm assuming this is because you think this is where I'll place Egwene? I won't. She's clearly a step below Champion, if in many ways destined to be his female counterpart. Though it is weird that the Queen of High House Light in Malazan is the Queen of Dreams, something that would now fit Egwene fairly well.

Can you be Destriant/Mortal Sword and be a part of the Deck?
High House Dragon
King (Rand al'Thor)
Queen
other Queen
wait, what? three Queens? really?

Disagree. We'd have three consorts, but the Queen is clearly Egwene.
Captain-General (Mat Cauthon)
Aes Sedai (formerly Moiraine, formerly Cadsuane, now Nynaeve)
Gleeman (Thom Merrilin)
Soldier (I'm gonna go with Uno)
Silk Washer (Faile)
Smith (Perrin Aybarra)

Why is the Smith the least in the Deck here? He clearly stands at the same level as the Captain General, with above the consorts, I'd say.
But Creating a High House Dragon is where the analogy fails, IMO. The relative positions of these people in the Deck has changed quite a lot, and save that the Dragon leads the House, I don't think a relative heirarchy below that is very clear. Aes Sedai adviser to the Dragon Reborn has always been a big deal, especially now with Nynaeve, but she can also easily be called Captain General/Adviser to Egwene, her heavy hitter as it were. Mat is probably going to be the Dragon's Captain General, but he also happens to be contracted to Elayne. The Silk Washer (nice one, that) seems to have an independent agenda. Basically, too much interdependence exists for any hierarchy to work.
If you don't get this, go read Steven Erikson's Malazan Book of the Fallen, where it is all made clear...no wait, I lie. It's never made clear. But read them anyway, because, what the hell, why not?
I still haven't gotten to book 10. I think the scene in book 9 where yet another characters come to important realizations by the widening of their eyes, but the reader is left clueless about what has been realized, was the straw that broke the camels back. Need to get back to it.
Which Malazan clerical office best describes the roles of Nae'blis & Dragon Reborn?
