That's right - we're talking about the Sea Folk, whose entire population probably adds up to less than that of the city of Tar Valon. Yet, they have such a high proportion of trained channelers.
What could be the reason for AS being so bad at recruiting? IMO, it's the snobbish "we're better than you - bow down to us now" aloofness.
Any WT apologists care to defend the tower's recruitment efforts?
