I was musing on this last week during my re-read of "Towers of Midnight". One of the only things that wasn't considered before was that the Wise Ones may need to break the cycle of both the sul'dam/damane system and the Seanchan's expansionist interests. If the Aiel joined with the Seanchan, similar to how the Death Watch Guard's Gardeners did, as servants of the Dragon in service to the Throne, then the Wise Ones could serve as the new sul'dam (the first few generations could deal with the darkfriends, Black Ajah and dreadlords that may be punished with the collar), while the Aiel would have a purpose again. Their purpose may be to bring peace to the rest of the world, which is still for the most part experiencing chaos and cataclysm. With the Wise Ones working alongside the Empress, they can see to it that the terms of any deal with the White Tower is maintained and that the channelers they find are sent to the White and Black Towers for training. In this way, the "People of the Dragon" would kneel to the Crystal Throne but in a way that gains them honor and could solve many outstanding problems.
