I think Moridin is collecting the Chosen for whatever endgame battles lie ahead. With the possible exception of Demandred, all the other Forsakens' plans have been played out. It stands to reason that the Shadow's next step is to gather forces for Tarmon Gaidon. Since Rand will likely be striking at the heart of the Shadow (Moridin and Shayol Ghul), this is where all of the Forsaken will be positioned.
