I assumed that Rand was misleading Egwene especially about the timeframe, in order to utilise her oft showed knee jerk response to disregard anything he has said in the entire series and gather the world in one place to oppose his "plan" as Amyrlin seat, which would by far be the most effective way to scare every nation into getting there for a set time so he can actually plan with them. Someone said this last year. He's playing Egwene
