I don't see Rand being comfortable with this arrangement, either. We don't know yet what the terms will be, so it's a bit premature to assume that peace with the Seanchan means the Westlands will allow them to chain all channelers as damane. Mat would certainly never agree to Bode and his friends being tortured and broken. His parting words to Seta and Bethamin in ToM ("Maybe someday you two can convince Tuon of the truth. Help me find a way to fix this without causing the Empire to collapse." ) suggest Mat's role will instead be to convince Tuon to free the damane.
I think the whole point of Aviendha's visions of the future (which conveniently occurred just before Merrilor) was to convince the Wise Ones to make peace with the Seanchan. Otherwise they would probably never have agreed to it no matter what their Car'a'carn said.
