To be fair, I don't think Elaynes playing "Who's the daddy?" for political reasons.

After finding out that Gaebril was dead and Elayne had taken the throne, the best thing Morgase could do for her realm - and her daughter - was to abdicate. Merely by being alive she rendered Elayne's claim to the throne false. It was at this point that she should have married Tallanvor and quietly gone to live on some farm in the Black Hills. Accepting service with Perrin, on the basis that she could somehow benefit Elayne by doing so, was to presume on a role and a duty she no longer had, and - as did in the end happen - it made her vulnerable to being recognised.
And in any case she should never have come back to Caemlyn, or let it be publicly known she was still alive. Elayne and Gawyn could have been told privately, and discreet arrangements could have been made to find her somewhere comfortable (and isolated) to live, with a few servants and a bit of an income. Elayne had struggled to overcome conflicts and divisions, and Morgase's mere existence could tear open those barely-healed antagonisms.
It seems a bit out of character for the woman who was terrified for political reasons to be publicly associated in even the slightest way with the father of her children, but throughout the book she's doing things like granting a blanket pardon to the murderer of the last king of Cairhien right when she's trying to take the throne he vacated.
In fact, for all the doom and gloom friend and foe alike predict in Rands despotic rule, he's no worse than a lot of monarchs and better than most, so announcing she's the Dragons baby momma would probably please at least as many people as it alienated. It would just incidentally send every Dreadlord, Darkfriend and Shadowspawn on the planet screaming for her throat, not to mention every fanatic, lunatic and/or idiot in full blown denial who thinks the Last Battle can be averted if the Dragon Rebon just isn't there. Politics don't stop her from leaving the father of her children in doubt, despite the fact she's not married, or encouraging the notion that it's an obscure and lecherous Guardsman of dubious reputation. She's not covering her own rear, she's covering Rands and the babies. Of the three siblings, Elayne has the most palatable and, IMHO, most beneficial take on "do the right thing". Far better than Galads habit of sacrificing morality for legality, or Gawyns seeming conviction morality is defined by whatever you find most excruciating at the moment. That's not to say Elaynes balance is flawless, it's just a lot less destructive and unbearable than her brothers.

What do you think Morgase should have done?

Much as she did, really.

Agreed. Elayne's most unfortunate trait in ToM is excessive & impolitic loyalty

Honestly, Galad joining the Whitecloaks was indictment enough for me.

The Children have been entirely seen through the perspectives of their enemies - hardly a fair shot

Because the world conveniently divides into "the Children" and "their enemies", by mutual agreement.

Well, Amador wouldn't have been my first choice.

I thought Morgase intended to not involve the Whitecloacks at all when she went to Amadicia

In terms of what I would've done, attempting to regain the throne would not have been it.
