Only fairly weak channellers would really need personal angreal, and it sounds like having one was a sign of weakness as most of them are disguised to pass unnoticed as brooches or rings and such, or decorative items you could keep on display and pick up if you need them at home, or carry in a purse. Among the Forsaken, flaunting an angreal is probably the same as admitting you're in fear of the others. The Chosen even mocked (privately or not) those who sought to acquire the big stuff like Callandor. They all wish they had stuff like this, but they won't admit it to the others.
The fact some angreal were fashioned as jewelry seems to indicate that they were worn to be shown off. So the Chosen are likely more jealous of angreal then take them as a sign of fear. Graendal seemed to always wear the ring she got from Mesaana. That could be out of fear but it could also have been because she saw the value in always having one on.
As for the Forsaken not coming to SG with a whole arsenal, it seems to me the answer is pretty obvious. They probably all had a collection in a hidden place somewhere, but RJ described the DO as the ultimate paranoid control freak... He totally forbids the use of the OP near the Pit of Doom, killing anyone touching the Source without questions asked... You'd have to be a complete moron to go there with anything ressembling a OP object, especially anything like a OP magnifier...
I understand that you wouldn't walk around with all the angreal you owned, but I would think if you had some small angreal, (rings, bracelets or small fat men) you might keep an extra one on yourself. Why make things like rings or bracelets if you don’t intend on wearing them most if not all the time? Those are the type of angreal you could forget you are wearing.
The point about the DO being paranoid is a good one but why should he worry about small angreal since he can control when someone can channel? Even if a Channeler had every angreal and sa’angreal ever made I don’t think they would come close to the power output by the Choedan Kal, and as Lanfear indicates, only those would be powerful enough to pose any threat to the DO.
Ultimately It’s been shown time and again that even small boosts one’s ability to channel can tip the scales. If you leave a Gateway only to find yourself ambushed then having angreal at home won’t do you any good. The same goes for leaving Shayol Ghul, who knows what might happen at your destination. So since the Chosen are paranoid of attack from the “good guys” and from each other I would think they would wear at least one angreal to make themselves more impressive (much like animals make themselves look bigger to avoid conflict) and ease their own fears.
In the end its all moot anyways but there seems to be more incentive and motivation to wear some small angreal if you have them over leaving them at home.
