Given that the Shadow was winning right up to the Strike it stands to reason that they had at least the same amount of angreal & Sa'angreal as the forces of the light. Otherwise the forces of the light would be on the verge of collapse. We have no way of kwowing how many of them were or who originally owned those found in Rand's time. The fat little man angreal could just as easily have belonged to a darkfriend in the AOL as the light.
We know that its not just a simple matter of making sa'angreal. Callandor has a flaw and RJ said that this was because the forces of the light were pumping out angreal and sa'angreal as fast as they could and the rush resulted in the flaw.
That suggests to me that making an angreal and Sa'angreal is more akin to trying to build an apollo space ship that say a M16. You can mass produce the machine gun relativly easy but rush the ship that will take you to the moon and things can go wrong.
With that in mind the number of angreal & Sa'angreal may have been in the high thousands rather that millions. It does stand to reason though that high profile targets like LTT and the Forsaken would all be armed. I think that Rand/LTT called it a some sort of net in the last book when referring to Cadsuanai's ornaments.
Why would the surviving forsaken not have any on them when freed? The simplest reason is probably that they had to check them at the door. We know that you don't channell near SG without the DO's permission. Secondly if you do before the DO tells you how pissed at you he is there could be unforseen reactions between the OP and the TP. Thirdly we know that the best way to get ahead among the Forsaken is to kill your rivals.
Put those three together and I could easily see a rule that no one is allowed angreal or sa'angreal anywhere near the bore when there are staff meetings being called. Otherwise the meetings could turn into open battles.
So for example Lanfear leaves all her angreal etc at a safe location goes to the meeting and normally will retrieve her gear when she leaves. Instead LTT and the Hundred Companions show up, she ends up sealed in the bore and when she gets out her safe room with all her stuff is buried under the sea.
