With Tam having advanced so far in the Illian military, would he not have received a fairly significant income?
Presumably the pay was fine, but not necessarily "significant". Kari came from a merchant family, so presumably she was not poor either.
But remember that was over 20 years ago, so how much of thst money Tam has not spent by now, to build his farm, buy his tools etc.? He's lived a farmer life for two decades now.
Beside, we don't know in which circumstances Tam has left the Illian military. It seems it may have been a sudden decision to resign and he and Kari left all they had in Illian behind, as they never returned there after the Aiel War, vanishing in the Two Rivers not long after the Blood Snow (Rand was an infant when Tam returned to the TR, Nynaeve said). We know Tam had to hide Rand's existence. He could not let it be suspected the baby he found was Aiel.
Tam may be more wealthy than he appears, for all we know. There wasn't much to do in EF with money.

even if they didn't earn "much" it may have been a lot for a farming village
