It would depend on the time she was leader. If there were no major crises she would probably be okey. Elaida's problem is that she is very rigid in her world view. She has a fixed view of the world and can't adapt to events ever well. Nor can she work with others very well. Eliada gives orders and expects everyone to obey without question. That is not how the Tower workd and as powerful as the Amyrlin Seat is she still needs the working support of the Hall. Elaida is not very good at getting that sort of consensus support.

I'd say it also depends on who's PoV you're looking from. From the PoV of the Tower during a period of "peace" she would probably be seen in a favorable light, while if you viewed her through the eyes of the "common" man then the verdict would not be favorable at all.
