Another AoL Aes Sedai? - Edit 2

During my recent ToM re-read, I noticed a funny thing that Rand said to Cadsuane right before embarking on his trip to Far Madding (I quote from memory):
'I am, as far as I know, the only living properly raised male Aes Sedai who hasn't turned to the Shadow. Be glad that you have someone like me on your side' The phrase 'as far as I know' sounds very much like a foreshadowing by Jordan. It would make no sense for another character to show up now, but at the same time, that turn of phrase was completely redundant and unnecessary in that paragraph and seems awkward and sloppy unless it's a foreshadowing. Any thoughts?
P.S. To suggest a possible mechanism, this could happen via a vacuole. The vacuoles were mainly mentioned and used around the punishment of Moghedien, so they've played a very minor role in the series, but it has been said that time flowed differently there. Another possibility is that some of the DO's prisoners were trapped at Shayol Ghul with the Forsaken, without getting any face time in the series.
