Mat can't be set on fire with the power, but he can be hit by lightning. That's because you can agitate the clouds with the power, aim the lightning bolt, but the actual lightning is just natural forces, cause and effect, and so on.


A gateway (male for ease of explanation) pokes a hole through the Pattern, connecting two places. That's the direct part. The indirect effect of that happens to be that anyone who walks through the hole is now on the other side, but they're not actually having the Power worked upon them.


For another example, I'm sure that Mat has Travelled at least once with his amulet on... right? When he came with the Band to seek out Egwene, I think he did.
